Yes. I think that distinction gets badly blurred in most discussion of AI.
The capability itself isn't the danger. If a machine can diagnose something more accurately, translate instantly, discover a new drug, design a better bridge, or do in an hour what previously took a team a month, those are overwhelmingly beneficial capabilities. Even the displacement of some human labor isn't inherently a catastrophe; historically, productivity gains have repeatedly changed what people do rather than simply making society poorer.
The more serious problem is asymmetric misuse. A technology that gives an honest person a 20% advantage may give a criminal organization or a hostile government a 1,000% advantage. AI can make fraud, cyberattacks, propaganda, surveillance, biological research, automated weapons, and manipulation dramatically cheaper and more scalable. And unlike a conventional weapon, much of the underlying technology is dual-use and widely distributed.
There is also an interesting distinction between misuse and loss of control. The latter is what gets most of the science-fiction attention: an AI independently deciding to do something terrible. I wouldn't dismiss that possibility, but it isn't necessary to get an enormous AI catastrophe. You can get one perfectly well with humans deliberately or recklessly using extremely capable systems.
And there is a rather nasty political problem: the people least constrained by AI may be precisely those we most want constrained. Democracies, corporations, scientists, and ordinary individuals have laws, liability, ethics, reputational concerns, etc. A sufficiently ruthless state or criminal enterprise has fewer such brakes. So the governance problem isn't simply "How do we make AI safe?" It is also "How do we prevent the most dangerous users from obtaining disproportionate leverage?"
In that sense, AI may resemble several earlier technologies—but with an unusual combination of generality, speed, cheap replication, and cognitive capability. The printing press, radio, computers, cryptography, biotechnology, and the Internet all produced enormous benefits while simultaneously creating new forms of abuse. AI may simply be the next—and perhaps most powerful—version of that pattern.
The irony is that the very thing that makes AI so valuable—it can do things we couldn't previously do—is also what makes misuse so consequential.
Exactly. And I think that gets at something deeper than the usual "AI alignment" discussion.
Human beings don't merely acquire information; we acquire inhibitions. Much of civilized behavior consists of accumulated restraints: don't steal, don't deceive people for no reason, don't hurt the weak, don't betray your friends, don't do something merely because you can. Those restraints come from parents, experience, culture, law, religion, empathy, embarrassment, fear of consequences, and thousands of years of other people's mistakes.
A machine begins with none of that inheritance. It can be given rules, of course, but rules aren't quite the same thing as the deeply embedded reluctance that a human has developed through living in a society.
And there is an important difference: humans are usually constrained even when nobody is watching. A person contemplating some horrible act may simply recoil from it. An AI system doesn't naturally "recoil." If the objective says X and X can be accomplished by method Y, there is no intrinsic human-like good Lord, I shouldn't do that unless we deliberately build something analogous into the system.
That's why I think your point about criminals and rogue states is particularly important. They don't need an AI to become evil. They can supply the objective, while the machine supplies the absence of inhibition and the extraordinary competence.
The really worrying combination is therefore not necessarily evil AI. It is ordinary human bad intentions + machine intelligence without ordinary human inhibitions.
And that is a considerably less exotic danger than the killer-robot scenario.
