Yes. Tomorrow we can make those two deliberate exceptions: draw the Lebanon–Syria border accurately, and include Jericho and Bethlehem despite their populations being well under 100,000.
And, importantly, we’ll keep Tripoli firmly in Lebanon. 😄
That should produce a much more geographically sensible map without having to abandon your general “cities over 100,000” rule.
Interesting question. In truth, those choices are not really "reasoning" in the human cartographer sense. They're side effects of how image-generation systems work.
When I ask for a map, I can specify rules, but the image model is synthesizing a plausible map from patterns it learned from many examples. It often "improvises" details that seem cartographically reasonable even when they weren't requested.
The things you noticed fit that pattern:

Stars for exceptions – that actually makes sense. If the prompt says "cities over 100,000, plus Jericho and Bethlehem," the model looks for a way to visually distinguish the exceptions. A red star is a common cartographic convention. Had I been drawing it manually, I might well have chosen that myself.

Squares for capitals – again a common map convention. The model probably inferred that if circles indicate ordinary cities, capitals should have a different symbol. It wasn't following your rule; it was following patterns from maps it has seen.

The 500,000+ category – classic over-helpfulness. The model sees a city map and assumes population categories should be graduated. It invents an intermediate class because many real maps do that.

Including Iraq and the Iraq–Saudi border – maps dislike dangling edges. The model tends to expand outward until it reaches what feels like a complete geographic frame. Iraq is a neighbor of Syria and Jordan, so it crept back in.

Chopping off northern Syria – that's almost certainly composition. The model wanted the Israel–Palestine–Jordan–Lebanon area larger on the page and sacrificed territory that wasn't central to the apparent subject.

Tripoli correctly in Lebanon – this one is simply because the model's geographic knowledge is better than its precision. It knows Tripoli is a major Lebanese city. Earlier generations that misplaced it were mistakes rather than alternate interpretations.
What's fascinating is that these models behave a bit like an enthusiastic junior illustrator. If you say "draw exactly X," they often hear "draw X, but make it look like a professional map." Then they start adding legends, classifications, symbols, neighboring countries, and other features nobody explicitly requested.
That's why for technical maps, engineering drawings, transit diagrams, and similar work, I often expect several correction cycles. The model is optimizing for "looks like a map" more than "obeys every instruction."
In fact, your comment about Iraq is a perfect example. A human following your instructions would think, "The user specifically excluded Iraq." The image model thinks, "Maps of Syria and Jordan usually show Iraq, so Iraq belongs here."

You've hit the Free plan limit for image generations requests. You can create more images when the limit resets in 3 hours and 27 minutes.
I was unable to invoke the image-generation tool right now because of that limit. Once the limit resets, I can regenerate the map with the changes you requested:

Show population differences visually (for example, different symbol sizes tied to the legend categories rather than nearly identical markers).

Include the entirety of Israel to the south.

Keep the corrected Lebanon–Syria border.

Retain Jericho and Bethlehem as explicit exceptions.

On that last point, if we're talking about population, the city most likely to qualify is Khan Younis, which is usually considered Gaza's second-largest city after Gaza City. If that's the one you had in mind, I'll make sure it's included.
That should give a map that's closer to a demographic reference map and less like a generic atlas page trying to be clever.
Yes. Khan (خان) is an old Arabic, Persian, and Turkish word that originally meant a caravanserai—an inn, fortified stopping place, or trading post where merchants and travelers could rest with their animals and goods.
So Khan Younis literally means "Younis's Khan" or "the caravanserai of Younis."
The city grew around a caravan station established in the 14th century by the Mamluks. The "Younis" was likely a person associated with the site—traditionally identified as an emir named Younis al-Nuruzi who built or sponsored the khan.
You'll see khan all over the Middle East and Central Asia in place names:

It's unrelated to the title Khan meaning ruler or chief (as in Genghis Khan), although both words ultimately traveled through similar linguistic regions and can be confusingly spelled the same in English.
Since you're interested in Levant geography, you'll notice many ancient cities preserve clues to their origins in their names. Bethlehem means "House of Bread" in Hebrew, Jericho may derive from a word related to the moon or fragrance, and Khan Younis essentially tells you that it began as a roadside service stop on a major trade route. That's a remarkably practical origin story for what is now one of Gaza's largest cities.
