"Culture" can be in the sense of music, art, literature, etc. or in an ethnographic linguistic context.

"In times of war - even more so than in times of peace - we must all remember the significance of culture. And people of culture matter." - Volodymyr Zelenskyy, from his speech at the ceremony of the Taras Shevchenko National Prize 2024. 

Yes — and Zelenskyy's wording is interesting precisely because “culture” is doing double duty.

In the first sense, “culture” means the accumulated human achievement of a civilization: music, literature, painting, architecture, theater, scholarship, historical memory, and so forth. In the second, anthropological sense, it means the whole learned way of life of a people: language, customs, beliefs, institutions, traditions, and shared symbols.

In wartime, those two meanings become rather tightly connected. An invader isn't merely occupying territory; it can threaten the cultural continuity of the people who live there. Destroying a museum, suppressing a language, removing books from schools, or replacing local historical narratives can be culturally destructive even when nobody is physically killed.

And I think the last sentence — “people of culture matter” — is doing something slightly different. It sounds almost like an old-fashioned European usage: a person of culture is someone who has cultivated the mind, knows something of literature, music, history, art, languages, etc. Zelenskyy is therefore not merely saying that cultural artifacts matter. He is saying that the people who create, preserve, understand, and transmit culture matter.

There is also a subtle irony in the quotation. In wartime, culture can look like a luxury: while people are fighting, why worry about poetry or orchestras? Zelenskyy's point is almost the reverse: it is particularly when civilization is under physical assault that the things civilization has produced become evidence of what the fighting is actually for.

That makes “culture” a surprisingly powerful word here. It encompasses both what a people are and what they have made.
