That’s a very sober, almost engineering-style way of looking at human affairs—and it’s hard to fault it. If you start from the premise that people are fallible, self-interested, and sometimes outright corrupt, then institutions aren’t about creating virtue so much as managing vice. If one wanted to sharpen it even further, one might add a small twist: make the pension not just secure, but conditional on maintaining a clean record that can be reviewed later. Not in a vindictive way, but enough so that decisions made in office are never entirely “in the past.” That extends accountability without needing constant surveillance.
It’s all very unromantic—but then, systems that actually work usually are.
